Windmore Foundation for the Arts promotes the visual, literary, and performing arts through awareness, participation, and education.

A rewarding and memorable artistic experience is essential to understanding the contributions that art makes to the quality of our daily lives, our ability to solve problems, and achieve goals. Creating and experiencing art enhance the human spirit and are critical components of society.

History

Windmore Foundation for the Arts, Inc. was founded in the spring of 1987 under the working title of Culpeper Center for the Visual and Performing Arts. The name Windmore was chosen to honor the dairy farm that once operated at the site of Windmore’s amphitheater.

Windmore was created to promote the arts in the Northern Piedmont area, serving the counties of Culpeper, Fauquier, Rappahannock, Orange, and Madison. Since its inception, Windmore has supported, presented, and provided education in many disciplines of the Arts including: theater, music, dance, literature, visual arts, and arts education.

It remains Windmore’s goal to maintain the diversity of the arts represented and increase the participation of people from all ethnic and economic backgrounds. Windmore was awarded the Governor’s Award for Community Service and Volunteerism in 1996.

STAFF
Executive Director – Debra H. Smyers
Debra Smyers has over 25 years of experience within the arts and social services sectors.  In addition, as an ardent supporter of the Arts, Ms. Smyers has served twice on each of the grant review panels of Virginia Commission for the Arts and the Arts Council of Fairfax County. In addition, she is an arts education advocate and has contributed her time to many community projects. Ms. Smyers holds a Bachelor of Arts in Government and Politics and a Master of Arts in Arts Management. She is an adjunct professor at George Mason University teaching courses that include: Grant Writing in the Arts, Strategic Planning in the Arts, Performing Arts Management,  and Seminar in Arts Management.

BOARD OF DIRECTORS

Jeff Walker, President of the Board, is a teacher in the Theatre Arts program and the Fine Arts Coordinator in the Culpeper County School District. He was recently seen in “Salt and Pepper” which was his first time working as an actor with the Windmore StageWorks program. Jeff has acted in professional and community theatre for many years. He has taught theatre arts in Culpeper since 2002. Jeff has been a dedicated supporter of Windmore over the years.

Fran Cecere, Vice-President of the Board, is the immediate past board president of Windmore, and is a Master’s prepared Oncology Nurse originally from the Central New York area. She has been a member of Windmore’s Board since 2010 and served as Windmore’s Executive Director for three years. Currently Fran is the Program Director of Windmore’s Pen-to-Paper and is the Chairperson for both the Scholarship and Membership Committees. An active member of StageWorks, Fran has directed one production and written one children’s play. Fran writes plays, fiction, poems, short stories, and memoirs. Windmore’s successful Dorothy Skelton Event in January 2015 was led by Fran Cecere.

Donna Chabot, Secretary of the Board, primarily works with the Windmore StageWorks theater program. She has performed in plays and assisted with many aspects of the theater. Off-stage, Donna works for the Office of Drinking Water as an Environmental Health Inspector and volunteers for the Brandy Station Volunteer Fire Department Auxiliary. Assisting with all divisions of Windmore, Donna is committed to promoting the Arts in Culpeper and surrounding areas. She is a dedicated board member and will soon be approaching her second term.

Ross D’Urso, Treasurer of the Board, Ross has been in the public sector for over 39 years in government finance. He Is currently the elected Commissioner of the Revenue for Fauquier County.  His civic background is extensive.  He has served the Fauquier Chamber of Commerce as director and treasurer, Habitat for Humanity, treasurer, Warrenton-Fauquier Jaycees, President, Warrenton Rotary Club, President.  He is currently serving the Rotary Club as Executive Secretary/Treasurer.  In his professional career, he served on the Governor’s Advisory Committee on Mapping, Surveying and Land Information Systems. He is also a Past President of the Commissioner of the Revenue Association.  In addition, Ross avidly pursues his musical hobby performing locally, playing guitar with a number of partners, and swing band.  Ross hold a B.A. Degree in Urban Affairs and Planning from Virginia Tech and a Masters in Public Administration from George Mason University.

Roy Carter is the past Treasurer of Windmore Foundation for the Arts and currently serves on the finance committee. He retired after a 34 year career with Exxon-Mobil. He served as the treasurer of the Credit Union for the Syracuse Terminal, and as the treasurer for the Onondaga Ski Club. He has served on the Board of Directors for the Onondaga Ski Club for many years. He joined Windmore eight years ago and is currently serving his second term on the Board. He is a community supporter of the arts and has worked as a volunteer for all the programs of Windmore Foundation.

Barbara Corpening has been a teacher in the Culpeper County Public School District’s K-5 Gifted Program for 17 years. Barbara is also a certified art teacher and previously worked as a volunteer with Windmore including in the Art in the Park series. She also works with a multi-level Girl Scout Troop in Culpeper. As a music lover, Barbara performs in the Handbell Choir at Culpeper United Methodist Church. This will be Barbara’s first year on the board and she will be assisting with the Crossroads Youth Orchestra.

Steven Darcy is a Ph.D. student at George Mason University in the Systems Engineering and Operations Research (SEOR) department. He has finished his coursework and is working on his research proposal. He is currently Principal Analyst at Innovative Decisions Inc. which specializes in helping the Commander of Navy Installations Command (CNIC) where he does budget and programming analysis. This is his first term on the Board. His expertise in decision making has added greatly to the Board of Directors. He volunteers in Windmore Events and is very supportive of the Crossroads Youth Orchestra.

Carla Jewell is a co-owner of Jewell Tone Music, a private provider of music instruction. She has been teaching music for over twenty-five years. Additionally, she is the Managing Director for the Crossroads Youth Orchestra, which is one of the most successful programs of Windmore Foundation for the Arts. This will be Carla’s third year as a Board member.

Michelle Powell
is a lifelong artist. She has founded “Soul Song Arts” and shows her work regularly, doing portraits on commission. She is also working as a Human Resources Representative for an aerospace corporation. Michelle has been a teacher and guest lecturer and has been a part of Windmore for many years. She was also on the Board of Directors of Voices of the Blue Ridge organization. She was Executive Director for Delphic Counsel USA. Michelle Powell is serving her second term on the Board of Windmore and currently serves as the Vice President.

Doray Walker is originally from Oxford, Pennsylvania. She has been an ardent supporter of Windmore and community arts, particularly with music, throughout the years. She currently teaches Choir and Drama in the Culpeper County School District. She is also the choral director of Culpeper High School. Doray volunteers on the Swim Committee of the Culpeper Recreation Club.
