|Tammy Buckalew, President, holds a bachelor’s degree in English from James Madison University. After a 19-year career as an elementary school teacher, Tammy recently became the Program and Communications Coordinator at Culpeper Presbyterian Church. She is a flute player with the Piedmont Community Band and helps to manage the band’s activities. In her spare time, Tammy enjoys reading, writing, crafts, and spending time with her family and dogs. |Amanda Reck, Vice President, worked for a large telecommunications company before becoming a stay-at-home parent and active volunteer. She served as Producer for the Windmore summer camp and youth productions of Seussical JR, The First Leon, and Yes, Virginia. You will even find her on the center stage acting (The Emerald Heist) now and again. |Fran Cecere, Secretary, is a retired master’s prepared Oncology Nurse originally from the Central New York area. Fran was one of the founding members of the Pen-to-Paper Program and is now the facilitator. Since joining Windmore, she has continued to write fiction, poems, short stories, and memoirs. Fran chaired several committees to publish anthologies for Windmore Foundation and is a beta reader for several authors. She is also an active member of StageWorks Theatre Group of Windmore. In addition, Fran wrote a play performed by children and directed one play performed by adults at a dinner theater. She has been active on the Board since 2008. |Jessy Mahr, Treasurer, is the Artistic Director of StageWorks. Jessy has a bachelor’s degree from Radford University in Technical Theater and a master’s degree from George Mason in Theater Management. |Roy Carter, Director, retired after a 34-year career with Exxon-Mobil. He served as the treasurer of the Credit Union for the Syracuse Terminal, and as the treasurer for the Onondaga Ski Club. He has served on the Board of Directors for the Onondaga Ski Club for many years. He joined the Windmore Board eight years ago and was the treasurer for three years. |Donna Chabot, Director, is a former Windmore Foundation for the Arts (WFA) Board member having served seven years ending in June 2019. She is interested in all Arts with her main interest in theatre. She loves living in Culpeper since moving here in 1988. |Lakesha Davis, Director, obtained her Bachelor of Science in Business Administration from James Madison University and master’s degree in Education from the University of Phoenix. Lakesha took 24 hours of dance technique classes from JMU as a student and is currently dancing competitively with the Orange School of Performing Arts.
Over the past six years, Lakesha has been heavily involved in the fine arts programs at Floyd T Binns and Eastern View. She helped choreograph most of the shows and choir showcases. For the past four years, she has also been the front house manager organizing volunteers and fundraising. She has thoroughly enjoyed working with the students and parents.

|Dawnn Fletcher, Director, has twenty-one years of experience playing music: violin, viola, and cello. She has been teaching for eleven years. Currently, she teaches private lessons locally and online. Dawnn has a Bachelor of Arts in Instrumental Music and Music Theory and a Bachelor of Science in Criminal Justice from Bluefield College. |Gail Matthews, Director, has a Master of Arts in Education degree, emphasizing Instructional Technology from George Mason University. Gail is the webmaster for Windmore’s presence online and promotes the foundation through social media. She formats and sends the monthly newsletter as well as other emails to members and supporters of Windmore. |Kevin Brandriff, Executive Director, started as Executive Director at the end of June 2021. He holds a Master of Science in Nonprofit Management and Philanthropy from Bay Path University, Long Meadow, and a Bachelor of Arts in Political Science from The College of New Jersey, Ewing NJ. Kevin brings over twenty years of experience in the nonprofit sector, including over a decade in nonprofit administration and fundraising, most recently as executive director for the Headwaters Foundation in Rappahannock County.
